A central component of allowing the land-based gambling sector to develop sustainably is to ensure that it is well regulated and that customers are protected. Many of the measures proposed within this consultation are modernising measures which are intended to support the land-based gambling industry to thrive sustainably. Making this a criminal offence will ensure a level playing field for all operators. However, there are a significant number of operators who are outside of Bacta’s membership and therefore may not operate any age restrictions. The benefits of this measure include the ability to assess the adherence of any given premises to these rules and identify points of failure, such as inadequate staff training.

The casino measures section of the consultation received 41 responses from a variety of stakeholders, including gambling operators and trade bodies, local government organisations, campaign groups and academics. We will introduce an age limit of 18 and over for the use of ‘cash-out’ Category D slot-style gaming machines.

The number of additional machines that a 1968 Act casino will be entitled to will be determined by the size of all three different areas that have been outlined above – the total gambling area, the table gaming area and the total non-gambling area. For 1968 Act casinos that access the new machine entitlements, we propose that the mandatory licence conditions remain aligned, so that only areas that comprise 12.5% of the minimum required table gaming area can be taken into account in determining the table gaming area. We will also amend the current inconsistency in the regulations which requires Small 2005 Act casinos to have a table gaming area of at least 500sqm (identical to their minimum overall gambling area) by reducing this requirement to 250sqm.

We will also permit a smaller increase in machines for venues that do not meet the size requirements, proportionate to their overall size and non-gambling area.

Should session time be visible at all times to the customer on machines accepting direct cashless payments? In order to help customers make informed decisions and keep track of spending, the government considers that the display of session time and session net position (£) should be mandatory on machines that accept direct cashless payments. Should there be mandatory limits (default limits for time and monetary thresholds) on machines accepting direct cashless payments? The Commission will conduct a future review of the gaming machine technical standards.

For example, if a casino has 400sqm of gambling space, it would be required to have at least 200sqm of table gaming space. For casinos that are 500sqm or larger, the table gaming area must be equal to or greater than 250sqm. We think that this will create greater equity between 1968 Act and Small 2005 Act casinos and should not have an effect on gambling-related harm as customers will still be offered a mixture of gambling and other non-gambling leisure activities.

In addition, the gaming machine to gaming table ratio for Small 2005 Act casino premises is amended by The Casinos (Gaming Machines and Mandatory Conditions) Regulations 2025 (opens in new tab). Paragraph 7.9 – The Gambling Act 2005 (Commencement No. 6 and Transitional Provisions) (Amendment) Order 2025 (opens in new tab) amends the gaming machine entitlements for converted casino premises. The following paragraphs of the GLA have been affected by legislative changes that came into effect on 22 July 2025 concerning the entitlements for casino premises licences. The licensing authority’s gambling statement may also identify interested parties from whom the licensing authority will accept representations in respect of an application related to a premises licence.
